Sample Data Collection (SDC) helps evaluate Reliability, Availability, Maintainability (RAM) performance by evaluating system provisioning, technical publications maintenance procedures, support equipment and supply systems.

Furthermore, CAI can offer support for new system development and evaluate product improvements based on conclusions drawn from data previously collected. Studies also provide input to Operational and Support (O&S) cost studies as well as support Manpower Requirements Criteria (MARC) studies. We conduct SDC in unit motor pools, field-training sites, firing ranges and support units.

Types of Data Collected
Historical:
Provides for enrollment and a snapshot of system as of the first day of SDC.

  • System Identification Data
  • Cumulative Meter Data (miles, hours, rounds, etc.)
  • Base Information (unit assigned, MFR data, overhaul data, if applicable)
  • MWO Application Data

Maintenance Events:
Records all pertinent data for every maintenance event on each SDC system including all scheduled, unscheduled, MWO/ECP and quick-fix incidents.

  • Initial Incident Information
Start & End Dates, Times and Life Unit Readings
      Corrosion and Safety Codes
      Operational & RAM Scoring Data
      Narrative Description of Malfunction
  • Diagnostic and Maintenance Data
      TMDE and Diagnostic Performance Data
Maintenance Location, Subsystem, Clock Times by Level and Man-hours by MOS and Level
      Narrative Description of Corrective Action
  • Logistics Data
      Malfunctioning Part Information
      Replacement Part Information
Part Source, Availability and Delay Times

Usage Data:
Provides end-of-month life unit readings for each system to allow an analytical base for specific time periods.

Narrative Reports:
Provides a means to report and identify trends, special problems or unique observations by data collectors or military unit members. CAI recognizes that one of the Commanders main concerns is the impact SDC will have on the unit.

Therefore, we minimize impact by stressing non-interference with unit mission or activities and offer the unit direct feedback. As a contractor, we take on significant responsibilities to ensure that soldiers are not disrupted during the SDC process.

Contractor Responsibilities

  • Collect all pertinent data and record it on special forms IAW FPG instructions, without interference with the unit.
  • Keep Commanders and LARS informed though periodic liaison visits.
  • Direct all maintenance assistance requests to appropriate LARS.
  • Provides direct feedback to unit as requested by Commander.
  • Ensure unit receives sufficient copies of SDC unit guides and published reports.

Unit Responsibilities

  • Unit will not be required to capture or record special data for the project.
  • Provides access to unit records.
  • Provides access to equipment, crew and maintenance personnel (non-interference basis).
  • Follow standard maintenance management procedures as described in DA PAM 738-750

CAI is able to monitor system performance and reliability and offer our findings to engineers, who in turn can determine ways to improve equipment. We have repeatedly found that the data we collect helps both manufacturers and government agencies using the equipment.

Benefits for Manufacturer/Customer

  • Identifies repetitive failures or malfunctions
  • Verifies or disproves suspected problems
  • Identifies labor intensive maintenance tasks
  • Leads to improved maintenance tasks
  • Provides data to support PLL/ASL reviews for future fielding
  • Identifies TM errors
  • Provides statistical data to support RAM analysis
  • Provides means to evaluate applied MWOs or ECPs
  • Provides data to evaluate logistical administrative delays in maintenance

Benefits for Military/Government Agency

  • Provides improvements to: system design, component design, maintenance procedures and test equipment
  • Assists in identifying and correcting logistics system problems
  • Facilitates effective operating cost planning
  • Provides for TM and LSAR error corrections
  • Allows updating of Maintenance Allocation Charts (MAC)
  • Supports planning of requirement documents for future systems

The bottom line? SDC improves equipment for soldiers, improves the support materials soldiers use, and provides managers information for fielding and funding future decisions.

CAI provides feedback and lessons learned to equipment users and even recognize patterns and foresee potential maintenance issues. Overall, SDC is cost effective: Our current SDC program has demonstrated a savings of nearly $11 for each $1 spent.
